Strength, mostly, scaling roughly with the number. 10 percent is a common strength for hair bleaching, along with 6 percent from the lower range. 12 percent handles tougher bleaching and cleaning jobs than 10 percent does. 15 percent is as strong as this range gets before you are looking at 25% to 32% instead.
Do I need a permit for this?
No. Nothing in the 10 to 15 percent range needs a TTB permit or anything similar. Stricter DOT shipping rules do not kick in until concentration climbs well past this range.
Kosher, Halal, which ones qualify?
